It's the DoD budget, stupid
The DoD's published budget is $500+ billion. The generals in a budgetary surge are manuevering for another couple hundred billion, which would put the published number at $700 billion. It's shrewd in an election year when they know the opposition from Democrats will be nil. But $700 billion doesn't quite reflect the total DoD budget. When you factor in "off budget black ops" and the dollars in other fed budgets (e.g. Homeland Security) that DoD controls, the estimated number grows to $1.2 trillion. Now factor in the estimated life-cycle costs of the Iraq "adventure" (that's what a supporter of the Iraq War called it). The number swells like a malnourished belly to 2 or 3 trillion (the "moderate" estimates). How many crumbs will be left for all the causes represented by the 100+ resolutions considered at Saturday's SD 38 Convention? The first order of business is to cap DOD's budget.
